How can Indian tribes have casinos?

QUESTION: What is the legal basis for Indian tribes being able to have
casinos when state laws do not allow other groups to have them?
ANSWER: Start with the U.S. Constitution, which states that Congress has
power to regulate commerce with the states and with Indian tribes. This
is known as the "commerce clause," and Congress has used the power
granted by it to enact many laws that would otherwise have been left to
the states.
Just like a state, a tribe has governmental power within the boundaries
of its reservation. States and Indian tribes are separate sovereigns,
but a 1953 congressional act authorized states to enforce their criminal
laws on Indian reservations.
In 1987, the U.S. Supreme Court held that the act did not apply to state
laws regulating activities deemed to be civil or regulatory in nature.
Thus, if a state allowed some form of gambling, such as bingo, charity
casino nights or state lottery, then an Indian tribe could allow gaming
on the reservation and a state had limited authority to regulate it.
The Indian Gaming Regulatory Act of 1988 codified the Supreme Court's
opinion and established federal oversight of Indian gaming operations.
The tribes must submit annual audits to a national commission, but
income reporting records are not public.
Q: When will the city build the new baseball fields for the younger
leagues of the Longview Boys Baseball Association to replace the fields
at the old Stroh's property?
A: The city does not have funding available for fields to replace the
ones for T-ball, coach pitch and machine pitch, according to Laura Hill,

according to Development Coordinator Michael Shirley, will extend
Hawkins into the new residential development behind the center. It will
end before Tryon Road, however.
Hawkins will end at a traffic circle, and an intersecting road will run
north and south. Various roads through the residential area may lead you
to Tryon Road, but Hawkins Parkway will not.
The only announced retailers for Towne Center are Target and Kohl's.
